What We Do

MAPC serves as the Commonwealth’s Statewide Homeland Security Fiduciary selected by the Executive Office of Public Safety and Security (EOPSS) through a competitive process for the FFY2014 and FFY2015 State Homeland Security Program (SHSP) grants from the Federal Department of Homeland Security.  MAPC has been chosen to perform this role since the FFY2008 SHSP grant cycle and provides fiduciary, planning, facilitation, administrative support, and project management services to the Homeland Security Councils, which are comprised of members from 11 public safety disciplines.   MAPC also operates as the program manager for the Northeast Homeland Security Regional Advisory Council (NERAC).  MAPC has worked closely with NERAC providing program management and fiduciary services since its inception in 2004, prior to the implementation of the statewide fiduciary model. Learn more about NERAC.

In 2004, EOPSS designated five Homeland Security Regions and appointed a multi-disciplinary and multi-jurisdictional Advisory Council for each region.

Council members represent all relevant public safety disciplines. These include law enforcement, fire service, emergency management, local public health, hospitals, emergency medical services (EMS), public works, transportation, corrections, and local government administration.

Working with our partners at the Central Massachusetts Regional Planning Commission (CMRPC), Southeastern Regional Planning and Economic Development District (SRPEDD), and the Franklin Regional Council of Governments (FRCOG), MAPC is now the lead fiduciary for four Homeland Security Councils in the Commonwealth: the Central, Northeast, Southeast, and Western Homeland Security Regional Advisory Councils.
