The I-90 Corridor Development and Resiliency Plan is a collaborative regional effort to guide land use, zoning, transportation, and infrastructure investment decisions along a 20-mile stretch of I-90 from Watertown to Ashland.
This plan brings together state agencies, regional planning organizations, and municipalities to establish a framework for identifying Priority Development Areas (PDAs) and Priority Protection Areas (PPAs), and to advocate for coordinated public investment in a socially, environmentally, and economically sustainable future.

About the Project
The planning process builds on community-driven strategies and regional goals to inform future development and conservation decisions. Key objectives include:
- Supporting vibrant, transit-accessible neighborhoods and commercial hubs
- Preserving critical open space and cultural landscapes
- Preparing communities for the impacts of climate change
This plan is modeled after successful regional efforts like the South Coast Rail Corridor Plan and the 495/MetroWest Development Compact, and is being developed in collaboration with the Executive Office of Housing and Economic Development (EOHED), the Executive Office of Energy and Environmental Affairs (EOEEA), MassDOT, and other partners.
Priority Development Areas (PDAs): Locations identified for potential new development or redevelopment based on access to transit, infrastructure availability, and community plans.
Priority Protection Areas (PPAs): Sites that provide environmental, cultural, or climate resilience value and merit preservation, such as drinking water sources, flood zones, or historic landscapes.
