Jefferson Avenue Corridor Plan

The City of Salem is working with the Metropolitan Area Planning Council to develop a community-driven vision of the Jefferson Avenue corridor from Margin Street to Canal Street. The plan will identify a vision for future investment and propose zoning modifications for implementing the vision, with a focus on the corridor’s key underutilized industrial parcels.  

The goal of the project is to guide new development spurred by proximity to downtown Salem, the buildout of the Salem Bike Path, and the construction of a new commuter rail stop in South Salem in an area that is subject to increased future flooding. The project also aims to address the critical community challenges of the corridor’s neighborhoods that disproportionately affect Salem’s low-income and Latino residents, namely housing costs, climate risk, lack of multimodal connectivity, and limited job access.
