Municipal Energy and Sustainability Managers (MESM) Academy

The Municipal Energy and Sustainability Managers (MESM) Academy is a training program for municipal energy and sustainability managers across Massachusetts that offers no-cost technical training as well as opportunities for professional development, mentorship, and peer learning.

Kicking off this Fall 2025, the MESM Academy will empower and equip municipal staff with the knowledge, skills, and abilities to effectively lead local clean energy and climate initiatives in their communities.  

This initiative is being spearheaded by MAPC in partnership with the Merrimack Valley Planning Commission (MVPC), Mass Save Program Administrators (National Grid and Eversource), and the Massachusetts Department of Energy Resources (DOER).

This effort was made possible with generous funding support from the Massachusetts Clean Energy Center (MassCEC) and the Barr Foundation.

MESM Training Program Overview

The MESM training program consists of 17 lessons organized into four units. The training covers a range of topics including analyzing municipal energy usage on MassEnergyInsight, understanding state codes and policies, and grant writing and project planning.

The Peer Learning Network (PLN) offers a space for the cohort to gather, reflect on the learnings from the training, and build community with each other both during the training and after the cohort ends.

MAPC staff and other project admins will offer one-on-one coaching sessions, office hours, and other resources to support the new cohort of Mass Save energy managers.

Who Is the MESM Training For?

At this time, the training and peer learning network is only available to the first cohort of energy managers hired through the 2025 Mass Save Municipal Energy Manager Grants.

We are still exploring expanding the program in Years 2 and 3. Despite this restriction, all training materials (including recordings) will be publicly accessible on these pages.
