Biography:

Zoe joined the Metropolitan Area Planning Council (MAPC) in August 2024 as a Full-Stack Developer within the Data Services Department. As part of the Digital Services team, she focuses on designing and developing web applications to support the agency and its partners.

Prior to MAPC, Zoe worked in the chemical industry, where she applied machine learning techniques for budget estimation and developed web applications aimed at enhancing the efficiency of engineering project management.

Zoe holds a Bachelor of Arts in Geographic Information Systems (GIS) from National Chengchi University in Taiwan, and a Master of Science in Computer Science from Virginia Tech.

During her graduate studies, Zoe contributed as a Research Assistant on projects with the Washington Metropolitan Area Transit Authority (WMATA), developing an emergency alert system that integrated maps and social media sentiment analysis.
