The City of Framingham and the Towns of Natick and Wayland worked with MAPC throughout 2019 to conduct a Community Shared Solar Request for Information (CSS RFI). The goal of this procurement was to identify CSS projects in Massachusetts to which residents or other entities in MetroWest could subscribe.

In response to this RFI, two solar developers responded with a total of 20 Community Shared Solar projects available to MetroWest offtakers. As one of the original respondents is no longer able to offer subscriptions, we have removed their contact information below. While the information gathered is by no means exhaustive of the available solar projects open for subscribers, it is a good snapshot of near-term CSS opportunities for the MetroWest region. We hope to see new CSS opportunities continue to develop in response to increased demand and the incentives from the SMART program.

Below is a map of the planned systems and a timeline of anticipated availability based on the responses we received in the summer of 2019 to the CSS RFI.

Lessons Learned

Through this CSS RFI, we learned a great deal about the market for Community Shared Solar in the MetroWest region, and about how the CSS market may continue to develop. Below are some of our key takeaways from this process so far:

  • New CSS projects are developing quickly due to SMART adders and interest in Community Shared Solar.
  • Due to changes in virtual net metering, there are many opportunities for residents of MetroWest to sign up for projects located elsewhere. We saw numerous projects developing near the base of Cape Cod with availability for the region.
  • The market is developing quickly, and project subscription windows can change rapidly.
  • Municipalities looking to conduct a procurement for CSS for residents may want to consider a new municipally-sited system in order to have more control over the parameters of the project.
  • Municipalities also have strong options to participate as primary CSS offtakers or by committing to invest in a system, which can serve to de-risk the system, better enabling its construction, while also providing benefits to the municipality and creating opportunities for local residents.
