Biography:

Amy Reilly has served in MAPC’s Homeland Security Division since August 2010. She is currently the Assistant Director of Municipal Collaboration. As manager of the Homeland Security Division, Ms. Reilly is responsible for grant management, compliance, control, and reporting of Federal Homeland Security funding received by the Commonwealth of Massachusetts for the Central, Northeast, Southeast, and Western Homeland Security Councils. She manages a team of in-house staff and remote contractors that provide support to the Massachusetts Homeland Security Councils. Ms. Reilly supervises project development, implementation and reporting on budgets and project progress, as well as the public procurement of goods and services on behalf of the Councils. She works to develop and manage relationships with key federal, state, and local first responders, in addition to managing contracts, service providers and vendors on behalf of MAPC and the Councils.

Ms. Reilly also oversees MAPC’s grant management of the Metro Mayors Shannon Grant Community Safety Initiative where MAPC works to implement youth violence prevention initiatives.

Ms. Reilly served as the program manager for the Northeast Homeland Security Regional Advisory Council (NERAC) from August 2010 until September 2012 where she managed a Council of 16 public safety professionals and 5 subcommittees to ensure a shared, multi-disciplinary vision of improvement of homeland security capabilities. In this role, Ms. Reilly planned and facilitated monthly meetings of the Council and its subcommittees and managed grant funded projects to procure equipment, conduct trainings and exercises, research critical emergency preparedness issues, and establish systems and protocols to enhance safety.

Prior to joining MAPC’s Homeland Security Division, Ms. Reilly served as MAPC’s Government Affairs Liaison, where she staffed the Metropolitan Mayors Coalition, MAPC’s Legislative Committee, and the Shannon Grant Community Safety Initiative.

Before joining MAPC, Ms. Reilly was Legislative Aide to State Representative Demetrius Atsalis of Hyannis. There, she managed all constituent casework, while also handling legislative and budgetary issues and coordinating committee testimony and advocacy letters.

Ms. Reilly attended Boston College, where she earned a Bachelors degree in political science and sociology. In 2009, she received a Masters degree in Public Policy from the University of Massachusetts at Dartmouth.
