
The Metropolitan Area Planning Council (MAPC) is issuing a Request for Information (RFI) as part of its Greater Boston Regional Offsite Construction Strategy, funded through the U.S. Department of Housing and Urban Development (HUD) Pathways to Removing Obstacles to Affordable Housing (PRO Housing) program.
Through this RFI, MAPC is seeking input from offsite housing manufacturers, modular and panelized construction firms, facility operators, and related industry stakeholders. The goal is to better understand current market conditions, manufacturing models, workforce structures, supply chain considerations, and demand thresholds associated with expanding offsite housing production in the Greater Boston region.
This RFI is issued for research and planning purposes only. It does not constitute a procurement, does not obligate MAPC to issue a future solicitation, and does not provide any competitive advantage in future processes. Information gathered through this RFI will inform ongoing regional research, working group discussions, and the potential design of a future competitive solicitation aimed at strengthening the region’s offsite construction ecosystem.
The broader PRO Housing initiative is a $3 million HUD-funded effort focused on removing barriers to housing production in Greater Boston. The offsite construction strategy is exploring how regional coordination, demand aggregation, regulatory alignment, and workforce development can support more efficient and scalable housing delivery, particularly for small to mid-scale “missing middle” housing types such as accessory dwelling units, duplexes, triplexes, townhomes, and small multifamily buildings.
