Zoning is a key tool used at the local level to shape a municipality through requirements and incentives for land use. It provides the legal framework for what can and cannot be developed on a parcel of land, including the types of uses that are allowed, size and siting of structures, amount of required parking, open space considerations, and more. Parcels are generally grouped in into zoning districts and the requirements apply to all parcels within that district. Well-crafted zoning should tell the private sector about what kind of development the Town wants to see and where. Desired uses and building typologies should be allowed by-right or with limited approvals to facilitate the development process.

Rezoning refers to the process of changing the zoning for an existing district or creating a new district that is designated for a particular purpose or use. All parcels in Franklin are currently assigned to one of 17 base zoning districts that serve residential, commercial, and industrial uses of varying densities. As a part of this process, we may decide to modify certain base zoning districts that already exist or create a new overlay district with standards that incentivize the development of multifamily and mixed-use properties in desired locations.

Franklin is fortunate to have a compact downtown with an MBTA Commuter Rail Station, a museum, a performing arts theater, Dean College, and a mix of restaurants and retailers. There are also events throughout the year, including the Strawberry Stroll and the Harvest Festival, that draw large crowds to the area. Significant time and resources have been devoted to enhancing the area with a focus on improving vehicular circulation and safety, increasing emergency response time, improving roadway, fostering a pedestrian environment, improving the overall appearance, and stimulating private sector investment.

Franklin For All seeks to build on Franklin Center’s existing assets and overcome barriers that are preventing the area from fully realizing its potential as a vibrant, mixed-use destination. More people living in a walkable downtown means more spending at local businesses, less car trips and greenhouse gas emissions, and more interactions amongst residents which fosters a strong sense of community. By modifying zoning, we can remove restrictions which may be holding back high-quality projects and encourage development that directly meets the community’s vision for Franklin Center.

The Town of Franklin recently completed a Housing Production Plan process which identified the need for new and diverse housing types to meet the needs of Franklin’s growing population. In particular, there is a need for market-rate and affordable housing that can accommodate seniors looking to downsize, young professionals and families that make up Franklin’s future, and those in the community who are considered low-income and vulnerable to housing insecurity.

Despite exceeding the 10% threshold established by Chapter 40B and retaining local control over development, it is still important that Franklin plans for new housing production that is affordable at a range of income levels. Housing prices are so high today due to the demand for housing far outpacing the supply. Because of this, new housing is needed to stabilize prices and better match demand and supply.
